Police Arrest and Charge Couple Following Theft of Rental Vehicle
Hawai‘i Island police have arrested and charged 32-year-old Spencer Ah Nee and 36-year-old Andrelin-Stacey Ramos, both of Hilo, in connection with the theft of a rental vehicle from a Hilo beach park on the morning of Sunday, February 9, 2025.
Shortly after 10:20 a.m. on February 9, Hilo patrol officers responded to Onekahakaha Beach Park after an elderly man visiting from the mainland reported that an unknown man stole the key to his rental vehicle and then stole his rental vehicle with items in it.
Two days later on Tuesday morning, February 11, several citizens called 911 reporting a man and woman involved in a domestic dispute within a sedan at a beach park in Hilo. Arriving on scene, Hilo patrol officers identified the vehicle that the couple was in as the stolen rental vehicle. The man, later identified as Ah Nee, fled the scene and although officers conducted area checks searching for him, they were unable to locate him.
Police recovered the stolen rental car and arrested Ramos at the scene. She was charged with second-degree unauthorized entry into a motor vehicle and her total bail set at $2,000. Ah Nee was identified as the operator of the stolen rental vehicle and police issued an arrest warrant for him.
Two weeks later on Monday February 24, Hilo patrol officers located Ah Nee in downtown Hilo and arrested him for this investigation, as well as two additional criminal arrest warrants. When officers patted down Ah Nee as they were arresting him, they recovered a syringe containing methamphetamine from his clothing pocket.
After conferring with the County Prosecutor’s Office later in the afternoon of the 24th, Ah Nee was charged with the following offenses and his bail was set at $40,100;
- First-degree unauthorized control of a propelled vehicle
- Two counts of first-degree theft
- Third-degree theft
- Fourth-degree theft
- Third-degree promotion of a dangerous drug
Police would like to take this opportunity to remind the public that Hawai‘i has an increased penalty pertaining to intentional or direct crimes against people age 60 and older. Examples of these crimes with increased penalty are unauthorized entry, intended bodily harm, forgery, and theft.
