The County of Hawaiʻi Office of the County Auditor conducted a comprehensive audit of the Hawaiʻi Police Department and published its findings on March 28, 2024.

Annual Misconduct Reports

At the end of every calendar year, the Hawaiʻi Police Department submits a misconduct report to the Hawaiʻi State Legislature.

The misconduct and attendant disciplinary reports for the years listed below are reflective of their status at the time they were submitted to the Hawaiʻi State Legislature. Please be advised that these results in part or in their entirety may still be subject to the grievance and appeals process as set forth by the collective bargaining agreement governing the accused employees.

Strategic Plan

The Hawaiʻi Police Department’s strategic plan update can be traced back directly to the thorough, department-wide effort that produced our 2023-2027 vision plan. As the first annual update, it reaffirms our pledge to continual self-assessment, evaluation, and improvement. It contains refreshed and succinct strategies meant to focus our combined efforts on six objectives.

The plan is scheduled to be published in Q4 2024.

Five Year Vision Plan

In May of 2022, the Hawaiʻi Police Department (HPD) began planning for the newest version of its Five Year Vision Plan that spans 2023-2027. This plan is intended to provide an insight into the future course of the department’s various elements using a process of forethought in trying to anticipate future needs and serve as a blueprint for budgetary and resource allocation/reallocation as needed. This plan is intended to be a “living” document which will be constantly reviewed and revised to ensure maximum efficiency of our limited resources. This plan considers continued development and nurturing of the department’s core values, vision statement, and mission statement to successfully accomplish the goals set forth.

Unsolved Homicides

Hawaiʻi Police Department believes every victim deserves justice, and that the deceased victim’s family, friends, and community deserve closure.
